SCOPE范围

This Specification specifies the basic requirements for conducting Positive Materials Identification (PMI) tests on low alloy and corrosion resistant alloy materials (i.e. 300 series and duplex stainless steels, Inconel, Incoloy, etc.) and on weldments for new equipment such as pressure vessels, heat exchangers, rotating equipment, etc. and piping during shop or field fabrication.

Among the Chinese 16Mn series material, PMI should be carried out for the materials which are used for design temperature -20℃and below, it is not necessary to do PMI for other 16Mn series material.

1) The purpose of PMI is to ensure that the nominal composition of the material

specified has been correctly supplied and documented. It is not a substitution for adequate certification in accordance with project requirements.

2) This specification addresses new fabrication of low alloy, alloy, stainless steel

and CRA equipment and piping. It is intended for use on pressure containing alloy components for new equipment and piping.

3) PMI is required on all material and equipment that are manufactured and

accordance with requirements of this specification, unless superseded by more stringent local regulations.

5) Alloying elements covered under the method described in this specification

include, but are not limited to, Chromium (Cr), Cobalt (Co), Columbium or Niobium (Cb or Nb), Copper (Cu), Iron (Fe), Molybdenum (Mo), Nickel (Ni), Titanium (Ti) and Vanadium (V).

5 Responsibilities责任

1) The PMI program, its formulation and implementation, shall be the Contractor's

responsibility.

2) When establishing a PMI program, definition shall be given to the roles and

responsibilities of accountable personnel and subcontractors.

3) The roles shall be clearly defined and documented in the Contractor's written PMI

program.

4) In the case of a conflict between this standard and purchase order requirements or

any code, Chinese regulations or requirements, the contractor shall notify OPMT of conflict and shall not proceed without written authorization.

6. Extent of Verification验证范围

1) The extent of PMI testing to be conducted during the construction of new

equipment and piping systems shall be in accordance with the requirements of the specification。

新设备和管线系统在施工期间必须执行PMI,PMI的测试范围应符合本规范的要求。

2) This shall include requirements for ensuring subsupplier and supplier PMI in

accordance with this specification. Where OPMT have procured material and equipment these shall be subject to the requirements of the specification。 本验证范围应该包括确保分供货商和供货商按照本规范执行PMI的要求。对于由OPMT自行采购的材料和设备亦须遵循本规范的要求。

6.1 PMI PROGRAM PMI计划

This Section covers fabricated equipment and alloy piping during fabrication, either in the shop or the field.

1) PMI should be carried out by equipment fabricator, material supplier, pre-fabricator, engineering contractor or OPMT as well as representatives from authorized 3rd party.

2) It is the responsibility of the Contractor to ensure that the

implementation and conduct of the PMI program is performed in accordance with this Specification.

3) The contactor may assume responsibility for performing PMI

after receipt of material and equipment if impractical or uneconomical for the supplier to perform PMI.

6.1.2 Test Methods/Reports / Extent of Testing

1) The test methods outlined in this specification are intended to

identify the nominal composition of alloy materials and verify that the nominal composition meets the material specification minimum requirements.

2) PMI shall not be considered as a substitute for required mill test

reports listing chemical composition. PMI does not provide information about the physical or mechanical properties of the material.

3) Mill test reports shall not be considered as confirming alloy

verification or a substitute for PMI.

4) In accordance with Appendix B of this specification, all critical

pressure-containing alloy or CRA equipment and piping (including heater tubes) or other critical piping or pressure

containing components shall undergo 100 % PMI of the sample population.

5) CRA that can be visually identified (e.g. CuNi firewater piping),

PMI is not required.

6) The Contractor shall verify that all critical pressure containing

components identified by OPMT receive 100% PMI.

7) When the geometry (e.g. size or location) of the item to be

examined makes it impractical to conduct the examination using the equipment specified in 7.1. the contractor shall identify an alternative method of verifying material composition.

6.1.3 Timing时间

PMI shall be performed at the point in time to avoid problems during fabrication to ensure that proper materials have been used in the fabrication of an identifiable assembly, such as a plate welded into a pressure vessel or pipe length welded into a spool.

Except materials within Category D service (see ASME B31.3) or material used for critical systems designated by OPMT , PMI is required for 10 % of each lot of screw studs of all chromium alloy steel and stainless steel, bolts, nuts and washers ,at least one set.

1) PMI of field and shop fabrication welds shall be performed in the

each lot of weld rod to be used shall be positively identified. In addition to PMI verification of heater tubes, shop and field welds on alloy heater tubes shall require 100 % PMI verification. 除了对加热炉管要求的PMI之外,对在工厂和现场制造的合金加热炉管的焊缝,要求执行100%的PMI。

6.1.8.2 Longitudinally Welded Pipe/Fittings 纵向焊接管/管件

Longitudinally welded pipe and fittings produced by a pipe or fitting manufacturer require random PMI verification of 10 % of each sample population or one PMI verification of each 60 m (200 ft) length of total weld in the sample population, whichever is greater. 由制造厂商生产的管子或管件,对其纵向焊接管以及管件,要求对每批进行10%的抽样PMI,或者,对每批抽样的全部焊缝,每60米(200英尺)焊缝进行一次PMI,以上两者中取其较大者。

a) For example, 10 longitudinally welded pipes, each 6 m (20 ft)

Quality Assurance 质量保证

The use of PMI program principles to check goods received into a warehouse system shall be regarded as a quality assurance practice to minimize the potential for discovering a material discrepancy during subsequent PMI testing. It shall not be regarded as an alternative to PMI testing of the fabricated piping system.

7.0 Supply Documentation - PMI Procedule Requirements

7.1 The Supplier shall submit his PMI procedure to OPMT for review and approval.

Submittals shall be as soon as possible after work is awarded and sufficiently ahead of fabrication to allow for review by OPMT. Only procedures that have been reviewed and marked Code “A1” or “A2”, “Approved”, “Approved as Noted”, are approved for use. Only approved procedures shall be used on CCPHC’s work.

7.2 As a minimum, the PMI procedure shall include the following:

7.2.1 The type, manufacturer and serial numbers of any portable testing

equipment to be used for PMI.

7.2.2 Detailed testing and calibration instructions for all portable testing

equipment. The testing instructions shall cover surface preparation, cleaning, sample removal (as applicable), identification and traceability, repairs (as applicable), and methods of marking acceptable and rejected parts.

10. Acceptance Criteria验收标准

1)Materials shall contain the amount of alloying elements specified in ASME SEC II A and ASME SEC II B (or equivalent ASTM specifications) for low alloy, alloy and CRA ferrous and nonferrous materials. 材料中含有合金元

2) The supplier shall be responsible for segregating rejected items and

2) Marking material for failed components shall meet the requirements of this specification. 对不合格部件的标识应符合本规程的要求。

12.2 Acceptable Verified Materials 可接受的、经过验证的材料

1) All verified materials with an acceptable analysis shall be marked with the letters \"AV\" using a certified low-stress stamp or vibro-etched (as approved by the OPMT). The marking shall be placed as follows:所有经过可接受的分析方法验证了的材料均应(按OPMT的批准)使用低应力压印或振动蚀刻方法给材料标识上字母“ AV”。标识应按如下方法进行:

I. The supplier shall submit an analysis of the marking

APPENDIX B GUIDELINES FOR ESTABLISHING CRITICALITY 附件B 确立重要程度的准则

B.1 PMI shall be performed on the complete pressure-retaining envelope of all critical

1) As a minimum, the analytical equipment being used to perform the PMI shall be re-calibrated when the daily and/or each-use equipment checks do not adhere to the accuracy established for them.作为最低要求,当每日和/或每次使用后的设备检查不能达到规定的精确度时,应重新校准用于进行PMI测试的分析设备。

2) The calibration shall be performed using certified master standards. The verification

4) The check of the relevant standard material as outlined below (paragraph C.1.2) is

5) The test shall be repeated after any repair and/or maintenance of the testing

Standards Check标准样品检查

1) Daily and/or each-use calibration standards shall be material similar in

2) These standards shall have been analysed by one of the following laboratory

C.2.0

PERSONNEL QUALIFICATION人员资质

1) All PMI inspectors shall be qualified for the work to be performed. 所有PMI检验员都应具备执行此项工作的资质。

2) Qualification shall be documented and shall cover:

a) Ability to operate the instrument. 操作仪器的能力。

b) Ability to recognise the instrument's limitations in terms of material, surface

3) Qualification shall include either:

a) Satisfactory completion of a formal course of instruction (theoretical and

b) A longer period (6 months min) of practical experience, in the absence of any

4) During the training period the operator shall work under the supervision of an

5) A set of test samples including the various materials shapes and sizes to be

inspected shall be made available for operators to show their ability to use the equipment. The set samples shall also include erroneous materials. 7) The content of the test shall be to perform the standard daily checks described

9) The results of the practical examination shall be documented as a part of the

C.3.0

C.3.1 Daily Calibration日校准

1)The calibration of gamma ray (X-ray fluorescence) equipment shall be repeated when the hourly verification tests do not adhere to the accuracy established for them.

2)The calibration of Eddy Current-type equipment shall be checked

whenever a different material grade is to be examined. The calibration samples used shall be traceable to verified material certificates.

3)The calibration of optical emission equipment shall be checked whenever a different material grade is to be examined or at a minimum of one time per 100 arc strikes.

4)For calibration versus weldments, there shall be test samples welded with

correct consumables as well as samples with consumables in conflict with the expected weld deposits.
